Đề bài: Some people think that local authorities should control where buildings can be constructed. Others think that everyone should be free to build where they like without obtaining permission. Discuss both views and give your own opinion.

SAMPLE

People have had differing views regarding the question of whether restrictions should be applied when it comes to decide where buildings are built. From a personal perspective, I would support the opinion that the government should be fully in control of where construction takes place. 

On the one hand, proper urban planning is beneficial on both individual and societal levels. Firstly, the local authorities would have a voice aided by information about the amount of vital infrastructure needed. For instance, if a part of a city already has too many hospitals, the city council would turn down any plans for a new clinic to be open. Likewise, in areas such as cities’ outskirts with shortage of educational institutions, the local governments’ approval to build new schools would be of immediate help to the community. This advantage would tremendously reduce the burden of the local people having to travel far away for their basic necessities and in turn, enhance the living standards of the community where it is needed. 

Another positive aspect worth considering is that proper construction management can effectively control the damage on the surrounding environment and people. Historically, extreme environmental catastrophes such as land loss, wild animals’ habitat loss and subsequently, reduction in biodiversity are all possible ensuing consequences of the absence of construction management laws. Indeed, if there is no restriction and the residents can proceed construction at will, each city may have a unique appearance that possibly attracts tourists. However, the whole city can become so chaotic that it could become accident – prone because building construction follows no regulations. 

In conclusion, it seems to me that being free to construct buildings brings about only negative outcomes to the society as well as the environment. Hence, local authorities must take the lead and manage the areas that can be used for development.
